BACKGROUND

Description: Insatiable demand for mobile data is creating an increasingly scarce supply of spectrum to support the demand.  To stay ahead of a capacity crunch in the U.S. and around the world, companies large and small are actively identifying credible solutions that provide mobile users with the highest-quality service in the most spectrum-efficient way possible.  Meanwhile, policymakers face a variety of challenges and opportunities that could help or hinder a path to 5G and beyond. 

The Wireless Technology Association is pleased to present a technology and policy workshop that will showcase the engineers, technology experts, service providers and thought leaders at the epicenter of these issues.  The workshop participants will discuss current and future approaches for expanding capacity in the dynamic and rapidly changing environment of spectrum-based networks. Discussion topics will include small-cell technologies, densification strategies, Wi-Fi deployment, virtualization, 5G, large-scale video usage, and associated policy opportunities and challenges.

WTA workshops emphasize technical depth combined with market and business perspective, and keep commercial content to a minimum. The format consists of presentations on key topics followed by Q&A discussion and panel discussions.

Mr. Seizo Onoe abstract: Mobile communication systems have the history of evolution from 1G launched in 1979 to today’s 4G (LTE/LTE-Advanced). Up to the generation of 4G, research into the next generation technologies began immediately after the commercial launch of the previous generation’s technologies, and concrete system concepts and technologies emerged nearly 10 years before their commercial launch. In this context, there must be a concrete concept for 5G targeting 2020. In the talk, the current status of LTE and LTE-Advanced are presented first. Then the history of mobile system evolution is reviewed. And finally, 5G requirements, scenarios and potential technology candidates are discussed.

Berge Ayvazian
Senior Analyst/Consultant, Wireless 20/20Mobile Broadband Practice



Berge Ayvazian joined Wireless 20/20 as a Senior Analyst in 2009, following more than 20 years as a senior telecom industry analyst and strategy consultant with Yankee Group, where he served as CEO, CRO and CSO.  Berge Ayvazian joined UBM as a Senior Consultant on the Heavy Reading team in 2011.  He is currently the Program Director and Conference Chair of UBM Tech’s 4G World conferences in the US and India as well as the Tower & Small Cell Summit.  Ayvazian was co-founder of 4G World in 2009 as part of Yankee Group’s conference and expo business, which was acquired by UBM in 2012. He also serves as Senior Editor for UBM’s 4G Trends media and community portal, and is a frequent speaker at other telecom industry events worldwide.  Ayvazian has been a regular contributor of analyst notes, white papers and webcasts for Light Reading.  He now contributes to the custom research, consulting, publishing and conference programs through UBM’s Create division.  As an industry analyst and consultant, Ayvazian conducts custom research and consulting projects on the convergence of broadband and mobility, and the evolving network and business strategies of mobile operators and their technology vendors.  He also serves as an Expert Witness, and helps operators develop a 4G business case and technology roadmap for mobile RAN, backhaul, Wi-Fi offload, packet core, cloud and hosted service platforms, leveraging the WiROI 4G planning tools developed by Wireless 20/20. Mr. Ayvazian earned a B.A. in Communications from Bucknell University and Masters of Communications, Annenberg School of Communications at the University of Pennsylvania, where he specialized in Telecommunications Technology Policy.  He also served on the Adjunct Faculty of the College of Communication at Boston University.

Richard Bennett
Founder, High Tech Forum



Richard Bennett is the Founder of High Tech Forum, an open forum where experts can offer their perspectives and opinions on some of the most critical technology and telecommunications policy issues. He is also a visiting fellow in the American Enterprise Institute (AEI) Center for Internet, Communications, and Technology Policy, where he studies and specializes in public policies affecting networks, network regulation, and innovation.

Before working in the policy realm, Bennett had a 30-year career in technology, during which he became a co-inventor of Wi-Fi and the modern Ethernet architecture. He holds four patents and has led networking standards activities, founded technology companies, and engaged in networking research and development in leading applied research labs and Silicon Valley technology firms. He has also testified before Congress and the Federal Communications Commission.

Bennett has a B.A. in philosophy from the University of Texas, where he also did postgraduate work in computer science, logic, and electrical engineering.


Surya Bommakanti

Vice President, Mobile Broadband Practice, Ericsson North America



Surya Bommakanti, Vice President and Head of Ericsson’s Mobile Broadband Practice, is responsible for all wireless access business development activity focused on customers in the United States and Canada.  He is also responsible for driving Ericsson’s growth in Mobile Enterprise for Region North America.

Previously, Bommakanti was VP and Head of Product Area Core for the CDMA business unit which included CDMA, GSM/W-CDMA, and Passport multi service switch portfolios. He oversaw product evolution, established growth strategies and the end-to-end life cycle management of core network products with a diverse, global customer base from Tier 1 North American service providers to niche operators in emerging markets. 

Prior to Ericsson, Bommakanti worked in a variety of product management, sales and business development and engineering management roles at Nortel Networks.  With more than 22 years of experience in the telecommunications industry, he has a broad range of experience in wireless and core network technologies managing teams and business in North America, Australia and Asia.

Bommakanti received his MBA from the Australian Graduate School of Management, University of New South Wales. He also holds a Bachelor of Electrical and Computer Systems Engineering from Monash University in Australia.

Doug Brake
Telecommunications Policy Analyst, Information Technology and Innovation Foundation



Doug Brake is a Telecommunications Policy Analyst with the Information Technology and Innovation Foundation. He specializes in broadband policy, wireless enforcement, and spectrum sharing mechanisms. He previously served as a research assistant at the Silicon Flatirons Center at the University of Colorado, where he sought to improve policy surrounding wireless enforcement, interference limits and gigabit network deployment. Prior to that, he served as a Hatfield Scholar at the Federal Communications Commission, assisting with the implementation of the Advanced Communications Services section of the 21st Century Communications and Video Accessibility Act. Doug holds a law degree from the University of Colorado Law School and a Bachelor’s in English Literature and Philosophy from Macalester College.

Carolyn Brandon
Senior Industry and Innovation Fellow, Georgetown Center for Business and Public Policy



Ms. Brandon formed strategic consulting firm Whitworth Analytics LLC in 2011 to provide decision support, and strategic policy counsel to companies in the high tech, broadband and wireless sectors.  Ms. Brandon is also a Senior Industry and Innovation Fellow at the Georgetown Center for Business and Public Policy where she focuses on competition and regulatory policy as applied to networked industries and emerging markets.

Prior to forming Whitworth Analytics, Ms. Brandon served as Vice President, Policy for CTIA-The Wireless Association where she worked for five years with CTIA’s more than 200 members to develop strategic, national public policies for the U.S. commercial wireless industry.  Brandon focused on policy matters impacting industry structure, competition, innovation and technology development.

Before joining CTIA in 2004, Ms. Brandon was a partner in the Washington, D.C. boutique law firm Wilkinson Barker Knauer, LLP where for 12 years she represented wireless telecommunications providers in proceedings and transactions before the Federal Communications Commission, state public utility commissions, U.S. bankruptcy courts and the U.S. Securities and Exchange Commission.

Voted one of the “Top Ten Women in Wireless” by the publishers of Wireless Week, Ms. Brandon has served on the Advisory Board of the TechPolicy Summit, and was selected to represent the wireless industry on the Federal Communications Commission’s Consumer Advisory Committee, an official Federal Advisory Committee.  Carolyn has served two terms on the Executive Committee of the Federal Communications Bar Association and two terms on the Steering Committee of the District of Columbia Bar Association’s Computer and Telecommunications Committee.   Her pro bono activities include representing prospective adoptive parents before the DC Superior Court, Family Division.  She currently serves on the Board of Trustees of Green Hedges School, a pre-K through 8 independent school located in Vienna Virginia.  Ms. Brandon also serves as an Advisory Board Member to the Northern Virginia Children’s Science Museum.

Roger Entner
Founder and Lead Analyst, Recon Analytics



He is known around the globe as one of the most respected telecom experts. Over the last decade he has been frequently quoted by the world’s most prestigious media outlets, such as the Wall Street Journal, the New York Times, USA Today, Financial Times, ABC, CBS, NBC, Fox, CNBC, NPR, PBS, and CNN. In the last year alone, he was referenced more than 4,000 times. In addition, Roger’s research has been cited in the FCC’s 8th, 11th, 13th, 14th, and 15th Annual Mobile Wireless Competition Reports to Congress. In 2012, his research was cited by the Executive Office of the President’s Council of Economic Advisers in its The Economic Benefits of New Spectrum for Wireless Broadband report. Roger also is a regular contributor to CNET and Fierce Wireless, where he writes about customer and industry trends in the connected world.

Roger’s main focus is the competitive telecom market place and how the market participants interact. He is one of the leading experts researching the wireless experience, how it influences customer behavior and how customers make choices.
Before starting Recon Analytics in January 2011, Roger was the Senior Vice President, Head of Research and Insights for the Telecom Practice of The Nielsen Company. With more than $5 billion in revenues, Nielsen is the largest consumer market research provider in the United States and around the world. Nielsen is also the largest market research provider to the telecommunications industry. In his role at Nielsen, Roger was responsible for advancing the research and thought leadership position of Nielsen in the world of telecommunications. In particular, he led the research regarding consumer behavior and consulted with the entire range of telecommunications companies—wireless operators, wireline telecommunications providers, cable television and internet service companies, mobile device providers and software providers—on how to improve their products and services.

Before that, Roger was Senior Vice President, Communications Sector at IAG Research and was part of the senior leadership team when Nielsen acquired IAG in April 2008. At IAG he was responsible for helping telecommunications providers improve the effectiveness of their advertising expenditures. Building on IAG’s traditional strength in television advertising, Roger was involved in several successful engagements that expanded IAG’s traditional television advertising effectiveness measurement to radio, the Internet, and mobile advertising.

Prior to joining IAG Research in 2007, Roger launched the North American coverage for Ovum as Vice President, Telecom. He established the company as one of the leading telecom research providers in North America. Before joining Ovum, Roger headed the wireless carrier research group at the Yankee Group from 2001 to 2004.

From 2002 to 2003, he was a member of a 16-person SBIR/STTR Phase II Panel for the National Science Foundation. He helped direct federal research grants to innovative, high-risk projects with a significant potential for commercial viability.

At both the Yankee Group and Ovum, Roger focused on researching trends in the wireless world and advising clients on current and emerging business and consumer trends that affect the wireless world.

Previously, Roger was Strategic Marketing Manager for LCC International, which designed and built wireless networks around the world. In that role, he assessed the trends and developments in the wireless world and developed strategies to help LCC benefit from emerging opportunities. Part of his focus was understanding and determining the demand for cell sites based on coverage and capacity requirements based on customer behavior.
Roger received a Bachelor of Arts in Business Organization, from the Heriot-Watt University in Edinburgh, United Kingdom, a Master of Business Administration from the George Washington University in Washington, DC, and an Honorary Doctorate of Science from Heriot-Watt University.


Jennifer Fritzsche
Managing Director, Wells Fargo Securities



Jennifer Fritzsche is a managing director in the Equity Research department at Wells Fargo Securities where she has focused on the Telecommunication Services and Tower sectors since 1999. Jennifer started in telecom equity research in 1996 with EVEREN Securities, where she was promoted to senior analyst after serving two years as an associate analyst on the telecom research team. In 2000, she tied for second in the “Best Up and Comers” category in Institutional Investor’s annual vote. In 2006, Forbes magazine recognized Jennifer as one of the top ten stock pickers from a universe of 4,500 sell-side analysts across all industry sectors. In May 2011, Jennifer was recognized as the No. 1 earnings estimator for wireless telecommunication services by Financial Times/StarMine, a leading provider of objective ratings of equity securities analysts. Most recently, Jennifer was again recognized by StarMine and received the 2014 No. 3 stock picker ranking for the diversified telecom services sector. Jennifer makes numerous media appearances and has often been a guest on Bloomberg and CNBC. She also speaks at many of the industry and trade conferences and often is asked to participate in many Washington, D.C. regulatory telecom seminars and events.

Jennifer has a BA in history from the College of the Holy Cross in Worcester, Massachusetts and an MBA from Northeastern University in Boston, Massachusetts where she graduated summa cum laude.

Andy Germano
Vice President, Small Cell Forum



Andy Germano has over 22 years of telecoms and wireless experience including large company (Verizon, Nortel, QUALCOMM) and start-up companies (Tantivy, WiDeFi, AuthenTec).

Andy Germano was Vice-Chair of the Small Cell Forum from 2009 and was appointed Vice President, Americas in September 2012.

Andy has experience working in engineering, product management and business development and marketing across the femto eco-system including: carrier, infrastructure, consumer electronics and semiconductor for both wireline and wireless (GSM & CDMA) ventures. He is a member of IEEE Standards Association and was involved in the creation of the 802.16 standard as well as participation in several other 802 wireless standards (802.11; 802.15).

Andy was also instrumental in the creation of the WWINA (Wireless Wideband InterNet Access) standard as part of the T1P1 via 3GPP. Andy has an MBA from Duke University and a BS in Electrical Engineering from Pennsylvania State University.

Glenn Gonzales
Vice President Sales and Business Development, QuickPlay




Glenn Gonzales is Vice President of Sales and Business Development at QuickPlay
Media. He is responsible for maintaining and expanding the delivery of multi-screen video services within Wireless carriers, MVPDs, IPTV Operators,  OEMs and Semiconductors. Glenn has  over 20 years of experience in the Telco, Wireless and IT/software industries. Previous to QuickPlay, Glenn was Client Sales Director for Openwave Systems responsible for business development/account management for handset manufacturer, semiconductors and tier 1 wireless operators. Prior to his role at Openwave, Glenn held senior sales and professional services roles in North America and Latin America with Kineticom (technical consulting, engineering and project management services), Schlumberger (BSS/OSS software applications and enhanced network platforms), and Nextel (Information Technology Program Management). Glenn holds a bachelors degree in finance and economics from the University of Florida.

Michael Ha
Deputy Chief, Policy and Rules Division, Office of Engineering and Technology, FCC



Michael Ha is the Deputy Chief of Policy and Rules Division, Office of Engineering and Technology at the Federal Communications Commission. Since joining the Commission in 2010, he has led various technical analyses for spectrum allocations in advanced wireless services, mobile satellite services, and public safety services. He has also been engaged in federal/non-federal spectrum sharing activities and the Commission’s efforts to explore the use of innovative technologies in upper microwave and millimeter wave bands.  Michael is the FCC’s official liaison to the Interdepartment Radio Advisory Committee (IRAC). His other areas of interests include innovative technologies to enhance the spectrum efficiency and enable spectrum sharing.

During the 17 years of private sector experience, Michael held various technical and management positions in R&D, Technology Development, Corporate Strategy and Product Management, mostly with Verizon and Sprint-Nextel. Prior to joining the Commission, he served as the Director of 4G Device Management at XOHM (4G Biz Unit of Sprint-Nextel), where his team was responsible for the overall 4G device portfolio strategy and development.

Michael received a Sc.B degree in Electrical Engineering from University of California, San Diego and Masters of Engineering degree in Electrical Engineering from Cornell University.

Brian Hendricks
Head of Technology Policy and Government Relations North America, Nokia



Brian Hendricks currently serves as Head of Technology Policy and Government Relations for Nokia, a global software, data networking, and telecommunications equipment company.  He is responsible for analysis of regulatory and legislative policy developments including cybersecurity, intellectual property, public safety, and Internet governance as well as government relations activities in North America.  Brian has previously served as a Visiting Lecturer at the Silicon Flatirons Center for Law, Technology, and Entrepreneurship at the University of Colorado and also currently teaches at the College of William and Mary in the graduate public policy program.

Prior to joining Nokia, Brian served as the Staff Director and General Counsel to the United States Senate Committee on Commerce, Science, and Transportation.  He was responsible for management of the committee staff, all legislative activities, and for advising Senators on the Committee in the areas of commerce, science, space, telecommunications, and emerging technology policy.  He previously worked as Legislative Counsel to United States Senator Kay Bailey Hutchison handling all issues relating to intellectual property, telecommunications, science, and emerging technology policy.

Prior to his service with Senator Hutchison, Brian served as an Attorney Advisor in the Enforcement Bureau at the Federal Communications Commission where he handled investigations and enforcement matters relating to wireless, wireline, and mass media issues.  Before joining the FCC, Brian spent six years in the telecommunications industry working in a variety of management positions in the regulatory policy and legislative affairs organizations of Ameritech and SBC Communications. 

Brian is a graduate of the Marshall-Wythe School of Law at the College of William and Mary where he also earned a Master of Public Policy (MPP) degree specializing in economics and regulatory policy.  He completed his undergraduate work at Augustana College in Rock Island, IL where he studied economics.

Hank Kafka
Vice President - Access Architecture and Devices, AT&T



Hank Kafka serves as Vice President - Access Architecture and Devices at AT&T. Mr. Kafka is responsible for the architecture and design of AT&T's radio and wireline access network technology and wireless devices. Mr. Kafka has over 30 years of experience in telecommunications, centered on the continuing evolution of broadband technology. He started his career in Bell Labs, holding various technical and management positions in development, applied research, and architecture for communication and video technologies. At Johnson Controls, he was responsible for the Controls Group communications networks and applications. Before BellSouth's merger with AT&T, Mr. Kafka's responsibilities at various times included the architecture for BellSouth's networks and services, IT architecture, systems engineering, and advanced technology / exploratory development. Mr. Kafka's responsibilities in AT&T have included integrated network architecture and technology roadmaps, standards, and development and deployment of LTE and VoLTE. Mr. Kafka has a Bachelor of Science degree in Electrical Engineering from Northwestern University and a Master of Science degree in Electrical Engineering from the University of Illinois at Urbana-Champaign.

Julie Kearney
Vice President of Regulatory Affairs, Consumer Electronics Association



Julie Kearney is vice president of regulatory affairs for the Consumer Electronics Association (CEA). She is serving a fifth term as CEA’s representative on the Federal Commission’s Consumer Advisory Committee.  Kearney currently serves on the FCBA’s Executive Committee. She has been recognized as one of Dealerscope Magazine’s “Top 40 under 40.”  She earned her B.A. from Mount Holyoke College and a J.D. from Catholic University’s Columbus School of Law with a certificate from its Institute for Communications Law Studies.  In her free time, Julie sings with the Choral Arts Society of Washington.

John Kuzin
Senior Director, Government Affairs - Regulatory



John Kuzin is Senior Director, Regulatory, in Qualcomm Incorporated's Washington DC office.  He represents Qualcomm on communications matters at the FCC and on a variety of other technology issues before other federal and state agencies.  John works closely with Qualcomm's business and R & D teams to craft the company's regulatory strategy.

Prior to joining Qualcomm in March 2010, John worked for more than a decade in Wiley Rein LLP's communications practice in Washington, DC, representing clients before the FCC and state commissions on a broad collection of licensed and unlicensed wireless spectrum and wireline matters.  While at Wiley Rein, John also litigated intellectual property and complex technology cases in federal and state courts.  Following law school, John worked for the Weil Gotshal & Manges firm in New York City on patent litigation matters. 

In addition to his legal training, John is an electrical engineer, having worked for six years as a project manager and a systems engineer for Bell Communications Research ("Bellcore," now known as Telcordia Technologies).  John holds a B.E. in electrical engineering from The Cooper Union, an M.S.E. from Princeton University, a J.D. from New York University Law School, and he is a registered patent attorney.

Seizo Onoe
CTO, EVP and Member of Board of Directors, NTT DOCOMO


Seizo Onoe

Seizo Onoe was named Chief Technology Officer and Executive Vice President and a Member of the Board of Directors in June 2012. Mr. Onoe became a Senior Vice President and Managing Director of the R&D Strategy Department in June 2008. He was a Vice President and took positions as Managing Director of the Radio Access Network related development departments from July 2002 to June 2008.

He has been responsible for leading initiatives in the research and development of the analog cellular system, the digital cellular system, W-CDMA/ HSPA, LTE, LTE-Advanced and 5G. He is working on the research and development of radio access networks, core networks, consumer devices and cloud services. He has worked for NTT and NTT DoCoMo since 1982, acquiring more than 30 years of experience. Mr. Onoe has a master’s degree in electronics from the Kyoto University Graduate School of Engineering.

Peter Rysavy
President, Rysavy Research



Peter Rysavy is the president of Rysavy Research LLC, a consulting firm that has specialized in wireless technology since 1993. Projects include analysis of spectrum requirements for mobile broadband, reports on the evolution of wireless technology, evaluation of wireless technology capabilities, strategic consultations, system design, articles, courses and webcasts, network performance measurement, test reports, and acting as expert in patent-litigation cases. Clients include more than 75 organizations.

Peter is a broadly published expert on the capabilities and evolution of wireless technology. He has written more than 150 articles, reports, columns, and white papers, and has taught more than 40 public wireless courses and webcasts. He has also performed technical evaluations of many wireless technologies including cellular-data services, municipal/mesh Wi-Fi networks, Wi-Fi hotspot networks, mobile browser technologies, wireless e-mail systems, and social networking applications.

From 1988 to 1993, Peter was vice-president of engineering and technology at Traveling Software (later renamed LapLink) where projects included LapLink, LapLink Wireless, and connectivity solutions for a wide variety of mobile platforms. Prior to Traveling Software, he spent seven years at Fluke Corporation where he worked on data-acquisition products and touch-screen technology.

Dr. Norimasa Sugiura
Technical officer, Ministry of Internal Affairs and Communications, Japan

Dr. Norimasa Sugiura has worked for the Government of Japan as a technical officer at the Ministry of Internal Affairs and Communications since 2000. His experience includes developing regulations for wireless devices, drafting a national ICT R&D strategy, and negotiating in multi-national meetings of the International Telecommunications Union. Currently, he serves as the Deputy Director of the National Institute of Information and Communications Technology's North America Center, where he analyzes US telecommunications industry policy, including legislation, regulation and technology development. Dr. Sugiura received his Ph.D. in physics from Kyoto University in 2000 and an MBA degree from the University of Washington in 2005.

Michael Thelander. Michael Thelander is the CEO and Founder of Signals Research Group (SRG), a US-based research consultancy that offers thought-leading field research and consulting services on the wireless telecommunications industry.

Its flagship research product is a research product entitled "Signals Ahead," which has attracted a strong following across the entire wireless ecosystem with corporate subscribers on five continents.  SRG's Signals Ahead research product and its consulting services are technology-focused with a strong emphasis on next-generation networks and performance benchmarking. 

In his current endeavor, Mr. Thelander is the lead analyst for Signals Ahead and he guides a team of industry experts that provide consulting services for the wireless industry, including some of the largest mobile operators, the top equipment OEMs, trade associations, and financial institutions.

He has been an invited speaker at industry conferences around the world, including Mobile World Congress, CTIA, the global series of Informa LTE summits, and 4G World. He is also frequently quoted by major news sources and industry newsletters, including The Economist, The Wall Street Journal, Business Week, The New York Times, Financial Times, Reuters, Bloomberg News, Fierce Wireless, RCR Wireless and Wireless Week.

Mr. Thelander earned a Masters of Science in Solid State Physics from North Carolina State University and a Masters of Business Administration from the University of Chicago, Graduate School of Business.

(Normally: Workshops are intended primarily for WTA members. However, non-member organizations may attend for a discounted fee of $295 per person if registering one month or more before the workshop, otherwise $495 if less than a month before the workshop. This fee can be applied towards future membership. Executive-level members may send five people, associate-level members may send two people and affiliate-level members may send one person without incurring meeting charges.)

There is no attendance charge for members of the press or government employees.

INFORMATION FOR PRESENTERS AND PANELISTS

   

The following information is for people presenting at the WTA workshop: 

   

  • Presentations: Approximately 15 minutes before panel discussion.
  • Presenters must provide their presentations (PDF or PPT) at least one week prior to the workshop to allow for copying to the members area of the WTA Web site, as well as to allow detailed questions for discussion.
  • Emphasis should be on industry and technology at large, versus selling your product (limit of 3 slides). Consider items such as compatibility, technical alternatives, standardization, deployment considerations, interoperability, certification and adoption.
  • Generally, a dynamic and attentive audience of key industry stakeholders attend each workshop, representing a broad spectrum of the mobile computing industry, including operators, infrastructure vendors, device vendors, middleware providers, policy makers, and application developers.
  • We will provide a video projector and computer for presenting. Presenters should use their own presentation templates.
  • Because WTA workshops are considered public meetings, please do not include any confidential or proprietary information. Please do not mark your presentations with any terminology indicating confidential or proprietary information.
